Hi,
Will the 650's PDA functions work w/ o a SIM card installed? Or does it have to have the card to work at all.

The PDA functions should work without the SIM card in it as the GSM Treo 600's do. You just won't be able to connect to the internet or make/receive calls without a working SIM inside.
