Change mp3 bit rate w/Windows Media Player?

Is tihs possible to change the files bitrate from 128 down to 64 with Windows Media Player? I can see how to do it if I am ripping it off a CD, but I cannot figure out how to convert music that is already on my PC.

Im not sure if you can use windows media player to change the bitrate, But you can use audacity which is free. http://audacity.sourceforge.net/

Is there are "walk through" for the audacity program? I looked through the helps files, but I could not find the answers I sought.
