SMT5600 network problem

i have recently changed my smt5600 from at&t to cingular but i have a problem the smt5600 cant find the cingular network so i'm being charged for roaming because the phone uses the at&t network i tried switching it but i only have 2 options
at&t and t-mobile
can anyone help me
