Mpx220 bad travel charger?

While charging my phone tonight I kept hearing an annoying buzzing sound, but couldn't figure out what it was until I walked by the charger plugged into the outlet, the block part with the prongs was making a somewhat loud and annoying buzzing. I assume my charger is bad, but was wondering how do I get it replaced, call Cingular and have them send me a new one or can I just go into a Cingular store and swap. I don't want to keep this one as I do not feel to safe using it, the charger does seem to do its job though except for making noises it shouldn't.

Also does anyone know if this could cause any damage to the phone?
