Strange SMS Message

I located out in the valley in Los Angeles and we have not had service since Sunday. I still do not have service. However, I did see the G on several occasions.
I just received a message at 2:45 p.m. from 904. "OTA OK-0023 9000"
Does anyone know what this means? Does it have something to do with the outage? Anyone receive this message?

An "OTA OK" message is normally from your service provider, and you usually only get them when you activate a new phone. Why you'd get one now, I don't know.

actually, that's entirely possible if your service has been down for a while...

Just thought that I would mention that I still do not have service and it is Friday in Los Angeles at 10:18 a.m.
