Can't send mail. Any tips?

I can receive mail, but I can not send. How can I resolve: Should I call the phone company, or the administrator of my company's BES?
Background is:
I am based in Spain, far away from my BES & administrator in New York. I am using a 7290 that I brought with me from the USA. My telephone/data service is with a Spanish company, Telefonica/Movistar. My bb administrator entered the 7290's codes into the server, I synched with the desktop, and now I am receiving mail.
Does the phone company need to be "told" the IMEI & PIN of my BB? Could I be missing a service book from the phone company, or from my administrator?
Sorry about my ignorance. Any tips on who to call first would be appreciated. Thanks.
