is it suppost to be able to extend in and out? or should it be mounted in the base

What do you mean? It's supposted to be visible, and it's supposted to telescope out too.

ok, thats what i needed to know! it seemed really loose, so i was wondering that maybe it wasnt suppost to telescope out
