Unactivated Cell Phones to make Collect Calls?

I understand that some emergency cell phones sold in the states can be used to make collect calls as well as 9-1-1 calls. Is something similar available in Canada?

Any phone activated or not should be able to dial 9-1-1 provided that there is coverage of course. I don't know of any that will allow you to make collect calls however.
