Is there such app out? Would like to to do messaging and chat via bluetooth to other bluetooth devices. Any such?

There are tons. Do a search on Bluechat (which I think there is an app called just that).

However the other person needs to have the same app installed on their machine.
I would give you a few names but it has been a while since I send the apps enough to remember their names. The apps are not that fun unless you have a bunch of friends with S60\smartphones.
Besides at 10 meters, unless I guess you are like in school, or limited in such way, you are just better off just chatting directly to them. I will take a look and see if I can find any files.
