Need and Answer From Contract to Prepaid

Hi Guys,
Maybe one of you would know this answer ....I am going to change from a Yearly contract ATT phone service to a Prepaid ATT/ CIngular pay as you go $10, 25 , 50 dollar cards etc...
I have the simms card in the phone already for the yearly contract ! now, I was just told that I have to get a new Simms Chip to use the prepaid service ????? this costs another $25.00 as the old chip will not work !
Question - IS this sales person telling me the truth or trying to get an extra $25.00 sale.....for the chip....... Can't they just change the contract on their computer system to be prepaid or contract service without me incurring another cost ?
I am hoping one of you would know this answer so I can feel better at possibly knowing what I am talking about when I speak to them........ Thank you in advance
