V300 Codes, where to buy

I am looking for a reliable and of course, CHEAP source for unlocking codes for a V300, I did look at the Marketplace but I don;t know who to go with, I would like peoples suggestions, comments, experiences etc... for the codes, I have a USB Data cable but I guess I need the codes either way to unlock this phone,I think.
So if anybody could help,

I have a V300 from Rogers At&t, is this locked by Service Provider or is it a SIM Card Lock,
