Cingular claims it can't unlock the 7100g

I've tried to get my 7100g unlocked but they keep telling me they can't do it on the 7100g. Anyone have any idea why? This doesn't make sense to me as the locking is done by Cingular when they install their OS on the phone, so they would be the ones to hold the unlock code.
I've successfully unlocked my V3 from them with no problem, it's strange the 7100 won't do it. I'm interested if anyone has any ideas other than going to one of the third parties which I view as a last resort. I tried two different technicians at Cingular support and both said the same thing.

Before the ATT merger all Cingular BB's came unloked out of the box, since the ATT merger they've decided adhere the the ATT policy of not providing unlock codes under any circumstance.

I would imagine that Cingular has a procedural / policy that is more the road block than anything technical.

They can do it - the just aren't.
With the Treo they will do it if your account meets certain criteria (time open/current/blah blah)

Thanks for the insights to the past history, I will have to keep working on them. However it doesn't make sunse that they would issue me the unlock code for my V3 RAZR but not for my 7100g.
