Need a color camera flip phone, quad band, dual color lcds. Should work with Cingular Blue.
Optional: BT, IR
No manufacturer preference.

If you want a quad band, your only option really is the motos--unless you can wait for the SE Z520.

Alright, let's modify this a bit. Let's see what we can do if we went to triband 850/1800 (or 900)/1900

Assuming you want 850, you are limited to the phones for the US market... I cannot think of anything that is clamshell, has a dual color LCD, BT, IR and color camera. I think the forthcoming SE Z520 (again) would meet those requirements, but I dont know when it is coming out and price. If you can find the Sharp GX-30 I believe it has all what you are looking for--but it won't be cheap. The forthcoming SGH-P716 might work too. And of course, the SE S710 is not a clamshell but would work for you.

See, I already have a phone that can do all of these things, it's the NEC 525, but it's not a very reliable phone, since it keeps turning itself off while I'm doing something on it. Im thinking Z500a, but we'll have to see. I did think of the alternatives everyone here has suggested, and I'm researching them thoroughly.

The Z500 does not have BT, which is a draw back (and it is pretty ugly too). The SE phones are generally pretty reliable though. If you are willing to consider a candybar phone, I'd recommend the SE T637--it is a great little phone and not terribly expensive, has great RF, BT, IR, tri-band, etc. (camera is so-so though).
