Question about uploaded ringtones

I uploaded a ringtone to my CMD8910 and no matter what volume i put it at (lvl 1 or lvl 5) it sounds the same... and its pretty low. Is this how these dloaded ringtones work???? Or is it the way i converted it?
BTW: I made it mono (instead of stereo) and have it at 64 kb
