Does Sprint / the PM-8200 itself block downloading .qcp's?

I want to make my own ringtone, saved a file as a .aiff and then converted it to a .qcp using that Qualcomm app, and now I've found a site that lets you upload mobile phone files for free (wap.mobstorage.com) but whenever I try using their service on my cellphone, I get a "error" message saying the page cannot be accessed - is Sprint just blocking me from using a personal ringtone, or has that site been banned?
...in any case, your guys help is much appreciated, thanks if you have suggestions
/edit
the exact message I get is "the requested service is unavailable" - I've tried both euploader.com and mobstorage.com, both get the same error - maybe they're banned by Sprint?
