When buying unlocked, unbranded phones, will features work?

There's a phone that's being sold at a good price on eBay, way cheaper than what Cingular is selling, it's a Nokia phone, and I'm wondering if it's possible for me to get this phone (it's unbranded and unlocked, coming in an original Nokia box) that I will be able to enable my phone to do web browsing and picture messaging with Cingular's service.
