Unlock Q? Does tihs make sense to anyone?

Um cingular got me an unlock code for my Att Treo 650... I try to enter it and when i enter it with the ATT sim in it says sim lock removed... But then i put in cingular sim and it doesnt accept the sim... If i try to unlock the phone with cingular sim in it says sim lock NOT removed...
The lady said that the unlock code would only work with a cingular one...
But someone on here said it didnt matter... An IMEI number would match up with its corresponding unlock code...
So which is correct?
Also... If i pay to have it unlocked... Will i be able to enter the code now? The email cingular sent me said that you can only enter it 5 times before the phone becomes unlockable totally...?
