A problem with EDGE

I have a V551 and I am supposedly in an EDGE Market. I cannot tell any difference in wap browsing on the V551 I am currently using and the V3 RAZR I had. The only way I could even prove that I had EDGE on the V551 was to tether it and got 68k down and 22k up, where as on the V3 I got 42k down and 12k up in the same exact location. Either phone will only get 9k/s on the http://www.broadbandreports.com/mspeed test. So how come I can't take advantage of the "true" speed of the phone on the phone? Do I have something setup wrong?

If you are in the EDGE market or area, your phone would have a E instead of a G next to the singal bar. I hope you have a laptop plan before you tethering. Otherwise, things would turn ugly with Cingular.

The newest software version on the v551 gives you an "E" when you're connected to a tower with EDGE. The older versions of the v551 didn't have this. ...I think we started seeing these in stores in May in my market - HARLY (Harrisburg, PA)

I have an early V551, S/W Version: 08.17.0FR. The old one that has Vibe then Ring(which is the thing I dislike the most about this phone). Is there anyway I can upgrade this to a newer Real Motorola, non-warranty voiding firmware?
And as for tethering, I called Cingular and specifically asked for plan/feature to add it to my account, in which I was told that it would be added free of charge to my account and I could use it with my Unlimited WIX. It's called Data Access Discount. I asked the CSR repeatedly if it was alright to tether with the phone. They said it was fine to use it as much as I wanted and I wouldn't be billed any extra. The Cingular store even gave me the software to do it with. And even if they billed me extra for tethering, I'd owe them about $15-20 at the very most, for the entire 9 months I've been with them, so it doesn't bother me that much.
