Razr Web Sessions Menu Missing

I have an unlocked T-Mobile razr and am using a Cingular SIM card. I need to reconfigure Web Sessions in order to get on the net and send MMS messages. The problem is that the Web Sessions menu is missing. I have t-zones but no Web Sessions and no way to access it. Is there any way to find or load the Web Sessions menu to my phone so I can make the necessary changes?

You can unlock it by doing a seem edit and/or a menu update.

Seem 0032_0001
offset 2F
bit 1: WebAccess > Web Sessions Menu (1 on, 0 off) (menu item, may require update to mma files)
