There is a command line utility available from Qualcomm. It doesn't convert MP3 to QCP -- but WAV to QCP. You'll have to convert your MP3s to WAV beforehand. Look for the PureVoice Converter for Windows in the download area here:

is there a way to make them sound better? the mp3 files sent to the phone sound so good, but you cant email them to a friends like the qcp files, is there a way to make it encode at a higher quality?

Depends what kind of phone your friends have. You should be able to rename the .mp3 file to a .mid file and e-mail it to yourphonenumber@vzwpix.com and save it as a ringtone (as least on the 8000). Size limit seems to be about 400-500kb in my experience.
