Use locked AT&T phone on Cingular contract?

I am not seeing anything on a search, so I hope I haven't overlooked the obvious..

My dad is at AT&T customer, not sure if he's migrated Orange now or not, but he has an old phone that he is no longer using, a Moto v220. He has a co-worker who is a Cingular (Orange) customer who damaged her phone. He wants to give her his v220, but when she puts her SIM in it, it refuses. I forget exactly what message he said the phone spits out, but I assume it's because of the wrong service ID, subsidy lock sort of thing. His phone works fine, and her sim was undamaged.

Will Cingular change the subsidy lock on this Blue phone to Orange, or should I suggest he pay to have it unlocked and give it to her? I think there's a local place in town that'll do it for most Moto phones for $20 or $25 bucks.

Many BLUE customer are having too many problems getting their unlock codes from what I have read in here. You are probably better off getting it unlock somewhere else. I suggest you go ahead and pay the $20-$25 because it will save you more time and you wont be frustrated.

Cingular will not unlock old Blue phones, so getting it unlocked somewhere else is a must.

Having said that, for $29.99, you can get a refurb Nokia 3120 GoPhone and pop in her SIM. It's a better phone than the V220.

Just choose the Pay As You Go option and discard the included SIM when you get it. Well, actually, it may come with some minutes on it, so you can use them and then discard it.
