flexibility and definitions

As a newbie in the world of mobile phone I was wondering if someone could give a clear and simple answer to my questions. I have browsed many rich but complex threads with an unfamiliar technical language and I am still not sure I get it too clear

What I need is a phone (would love the Audiovox SMT5600) that I can operate freely in the world with most flexibility.
What I would like to know is:
Is getting a local simm card in Europe or Asia the way to get the most decent phone rates including the locals who would call me?
If so, must my phone be unlock?
Does lock means the simm card (and only) is tied up to a provider?
Once I am done with a provider contract, can I go with my unlock phone and get a contract with a new provider without changing anything (phone or surprise)?
Is it the same thing with pre-paid phone?
