CDM 8940 Headpiece volume too low?

My headpiece volume is a little on the low side I can hear a conversation in a quiet area but im pretty sure I will have to use my headset in a noisy enviroment. Is this normal for this phone? The headset it came with is capable of a significantly higher volume.

there is a volume dial on the headset that came with the phone and you can turn up the volume more using the volumn key on the phone... mine works great and can hear clearly.
