Number Portability/Return of Numbers to Pool?

I've got a somewhat unusual question, to which a search didn't immediately return an answer.

If a phone number which has been ported is subsequently cancelled, that number will eventually be reissued.. but by whom? The original carrier, or the carrier to which it was ported? Or either?

As an example, just for the sake of argument. Let's say I had a line with Cingular, and subsequently ported that number over to TMobile. A year down the road I cancel service with TMobile, and do not port the number out to another carrier. When that number eventually gets given out to another customer, will it go to a customer of Cingular or TMobile? Or either one?
