Not through normal channels.

The only "prototype" phones that I have played with belonged to the manufacturer. They were tagged as samples and they were not for sale.

Usually people who work for the company and are able to "get them out" without others noticing...i.e. theft or break of NDA(s). That's why they are sooooooo expensive...lots of risk for the seller.
