Connecting Treo 650 to Dell and using bluetooth apps... help!

I have a Dell I6000 with Toshiba bluetooth drivers installed. I am unable to get DUN working with my T650 (works fine on my Apple Powerbook and iMac) or get bluetooth apps like Liberty Control or Salling Clicker to even connect with the handheld in any way. Anyone have advice on how to fix this issue?
