w800i from HongKong to Canada

I may ask my sister in Hong Kong to buy me a w800i so that I can use it in Toronto, Canada. I don't know much about bands and frequency. So do I have to unlock anything in order to use it in Toronto? Which service provider supports w800i and provides the best reception? I want to use the pay as you go plan.

as long as it is unlocked, you're fine
your only choices are rogers or fido pretty much
and rogers owns fido so... yeah

What does unlocking mean? My sister said the 'water product' in HK is around $3500 HKD ($538 CDN). That's a bit too expensive for a water product phone that is a few months old. Is 'water product' bad'? What should be a reasonable price for a genuine w800i?
