need help with new phone please

I was hoping someone could help me real quick. As I am in a reall hurry and need this phone ASAP. I have cingular service but kinda lost my phone. I have the CIM card that came with my phone and need to buy a replacement phone off of ebay ASAP.
I need a good phone with all the basic features plus
video camera, speakerphone with hands free
bluetooth
preferablly something that is quad band and works in other countries like Europe and India (so i guess it has to have GSM)
my main concern is price
id like to stick below 100
so if it this is not possible with what i want then just let me know what is
also what do i need to look for when buying a phone from ebay to use with my existing plan
does it need to be already unlocked or something like that
i appreciate the help a lot

Off the top of my head, within the current lineup, the SE z520, Treo 650, Motorola V551/557 and Motorola RAZR V3 (both quadband, bluetooth, speaker, camera) fit the bill. The trouble is price.
Anything goes on ebay, so buyer beware. If it's locked on Cingular, and you have a Cingular SIM, you're all set. If it's unlocked, you might want to know if it's unbranded, if that sort of thing bothers you.

You said you want to use your phone abroad, but you didn't say if you want to use your Cingular SIM or a local prepaid SIM when there.
If you want to go with the local SIM the phone will need to be unlocked. That's much easier and cheaper to do with some phones (e.g. Nokia) than others.
I've bought a few phones off of ebay, but if you're buying used don't expect great appearance (e.g. lots of scratches). I don't care too much, but some people around here do.

be careful about buying on ebay. i've bought a few phones on there before and though you may get a lower price, if you have problems with the phone, you're on your own.
however, that being said, i'd recommend the motorola V551. it's quad band, bluetooth, cameraphone and you can probably get it for about $100.
