No Voicemail with V360

I posted this in the T-Mobile forum but not sure if it is a T-Mobile or phone problem.
I have a T-Mobile To Go Account (using a Motorola V360 with a prepaid sim) which includes voicemail, and have set up the voicemail but it doesn't work.
When the V360 is turned OFF and I call it from a land line phone, instead of being routed to voicemail, I get this voice message -
"At the subscriber's request this phone does not accept incoming calls".
When the V360 is turned ON and I call it from a landline phone (or if I call from my wife's post paid T-Mobile phone with the V360 either turned On or Off) but do not answer the call, instead of being routed to voicemail I get the following voice message -
"The wireless customer you are calling is not available, please try again later LSG2"
When I found that voicemail did not work, I checked my call forwarding options and changed the setting from "Off" to "If Unavailable" and confirmed that the number forwarded to was 1-805-637-7243.
However when I press the "Done" key on the V360 to activate the new settings, the V360's LCD display shows "request not sucessful". This happens no matter what number I use to forward calls to and even if I set it to forward "All" calls. When I check the "forward status" option on the V360, it shows "Off" which makes sense because my request was not sucessful.
If I call 1-805-637-7243 and key in the V360's phone number and leave a voicemail message, my V360 does notify me that I have a new voicemail message. I have also retrieved voicemail messages using the 1-805-637-7243 so it appears the voicemail is set up properly.
I would suspect the problem is with the V360 but that doesn't explain why I get "At the subscriber's request this phone does not accept incoming calls" when the V360 is turned off and I call it from a land line phone.
Any help appreciated.

Yeah agreed, this sounds like a problem with your line on their end. Give 'em a call, they're always super nice.
