Moto V525 says "call failed"

I just picked up a V551 on ebay and got a V525 along with the deal. PO said the earpiece didn't work, immediately fixed that and charged it up and tried using it. Popped in my Cingular SIM, it registered to Cingular on startup, the little symbol for GPRS came on and I got full bars. Tried making a call and it won't call out. It tries to call then says "call failed" If I call the phone it goes straight to voicemail like the phone isn't even on. If I go to manual network selection and check available networks it shows Cingular, AT7T wireless and T-mobile. if I switch it to AT&T it will work for a bit, make and receive calls, only showing like two bars. Then I guess once it goes to update the network automatically it starts showing "emergency only" and if I try to manually select a network again it says Network is busy. Sometimes it will let me reregister on AT&T or Cingular but still won't call out when it's set to Cingular. I can put my sim in my V551 and my Razr and make and receive calls just fine so I know it's not a an actual network issue in my area. Does this sound like a hardware problem with the phone or may be an update in software may help? When it will make a call on AT&T it seems to work fine, but will not make a call on Cingular. Any thoughts? I've been searching old posts but most people seem to actually have a problem with the network in their area, I've switched phones back to back and the others work so I know what's not the case with my problem.

You might have a 16k SIM, and not a 64K -- Cingular forced this upgrade in Chicago last year, but not on all users. Pull out SIM and check. Free upgrade and better network search algorithms on the 64k (or so they said)

nah its a 64k sim, I think the phone may be junk
