I bought a used HIPTOP2 for FIDO and need help!!!!!

When I connect to the internet it say's to sign in or new user because a new sim card is detected. I go to new user and at the end of answering some questions it say's this: THIS DEVICE IS ALREADY REGISTERED. Can anyone help or do I have to contact customer care to fix something?

yes u call customer service to create ur own username basically to register for it
