What should i set the encoder options for, so it won`t make my phone go all crazy??

What do you mean all crazy? It wont load if its not the right format.

What kinda ringers do you need to make? mp3 or wav.

If its wav, go to edit > convert sample type. Sample rate =8000, mono, 8 bit resolution.

If its mp3, go to save as mp3Pro. Hit options and use these settings in the screenshot. Im using Adobe Audition buts its just an advanced version of Cool Edit.

i'm making mp3 ringers.
and now i`m frustrated about my ringers sounding like crap.. even with the settings that you are giving me.

they're not going to sound great. It's a ****** speaker, and 8000hz is VERY limiting. Let's try to be realistic, it's a ringtone, not a Bose.

i didn`t mean clear as f**kin' day... they just sound worse than my other ones.
