Cingular and V220 question

For the longest time on my v220, I have been able to turn off the call forwarding feature. as of late, I cannot, If I do set it to off, it reverts to the "if unavailable" to "voicemail" I can change the voicemail number to any number I choose. Just cannot shut off the forwarding option. nor can I do this on another phone in my plan and my friend has the same problem.
Has cingular shut this feature off remotely?
