Razr V3, V3C & Alltel-need help

Have a Razr V3C w/Alltel service. Does anyone know how to modify the phone to access/download files via the web browser. Alltel has the phone set up to use their AXCESS to get programs, etc. The only thing AXCESS offers is ringtones, wallpaper, etc - no productivity tools. Thanks
