Question about unlocked V620

I sold my unlocked, unbranded V620 to a buddy who is a Cingular subscriber in a rural area. The phone is driving him nuts because it's frequently loosing connection with Cingular and requesting that he choose another network.
Is there a way to have this phone just choose the strongest available network and connect automaticly?
