I'm planning to get a Treo 650, and the ones I'm getting are Cingular/Verizon branded but they are unlocked. I have heard that they are not the best to use on the Rogers network, I'm wondering if that is true or not.

The Cingular and Verizon treos are completely different, and one won't work on the other.
Verizon is CDMA, while Cingular is GSM. You would have to use the type that works on the Rogers network, although I do think Rogers does actually sell the Treo themselves, which would be the best way to get a Treo working on them.
Since Rogers is GSM, all you would have to do is insert a Rogers SIM card in the Cingular Unlocked Treo, and it should work.

I noticed on the PalmOne site that you can download the latest rom update for Rogers. If I have an unlocked Cingular Treo running on Rogers, should I download the Rogers ROM or the Cingular ROM?

if your 650 is unlocked I think you can load the Rogers ROM, that way you'll have the settings from Rogers already on there... try doing a google search for custom roms for the treo, there are quite a few people out there that have a lot of experience with this...
