unrecognized PRL

i am trying to load a new PRL file to my phone. but PST will not recognize my new file as a PRL. i have file in the same folder as all my other PRLs but when i try to open it from PST it is not in the list. also the PST icon do not apper on it as it does with the other PRLs. am i doing something wrong?
