Phone C650 as modem

Hi, I canīt use my C650 as a modem in my laptop. I can make calls with Motorola Phone Tools, but when another application try to use the telephone as a modem it doesnīt place the call. Is it something related to the extra initializatin commands?. I use Windows XP.
