yeah not the best first post ever. There is a nokia ngage forum under the series 60 forum. I think they might have a links page, or you can use the ever helpful search button.

True. However, the spirit is to balance between upholding the copyright and keeping the fair use. As long as it is NOT turning HowardForums.com into a "warez" site, NOT spamming members with threads of "warez list", NOT advertising / profit gaining, it is fine with the copyright-free material. The rule of thumb: don't over do it.
