razr v3c keeps losing the correct date.... is this a known bug? Should I take it to verizon to flash the phone (I have modded the phone....no vzn banner...wallpaper...etc.)

Verizon is aware of this problem (date and time not updating itself while the phone is in "idle" mode). Verizon is waiting for motorola to send them a new firmware. Not expected date as of yet.

Was this working correctly in .02? I wanted to flash to .02 for OBEX support, but this new update will disable OBEX again.

Turn off Battery Save (settings&tools > initial setup) and the time will update correctly.
