Are you sure it was XEJ2 and not XE12?
XE12 would have been released on May 12, 2004.

Keep in mind he has the P207 for Rogers Wireless and not the Cingular P207, so the firmware numbers are going to be different.

My Cingular P207's firmware is P207UCEC5.
