Operation Failed

My two week old RAZR just started saying "Operation Failed" at start-up. It doesn't happen everytime, but at random it will do this.
Sometimes it will say it once and then stop. Other times it will say it go away, come back, and go away again. This is all within during start-up. It stops once the phone is fully loaded.
Is this a SIM issues? A phone issues?

I should also add is this a Network Issue?

Consider this case closed. I replaced my bogus GEMPlus SIM for a different brand at the local store. I have rebooted several times with no issues.
Beware of GEMPlus.
