V3 Issue

All,
I have a question regarding an unlocked V3. I received a "supposedly" unlocked T-Mobile phone from a third party person through e-bay. When I received the phone, I put in my att SIM. It then asked for the subsidy code so I knew then that it was not unlocked.
He "claims" that it is unlocked. He stated that it is unlockled for T-Mobile
. I have never heard of an unlocked phone for 1 specific carrier. It sounds like bs to me.
Just to verify though, is there such a thing as and unlocked phone for a specific carrier. If so, what is special about it?
Also, I know in order to get the subsidy code, can call T-Mobile and give them my name, model number, IMEI, etc. Once i give it to them, will they "force" me to get/sign up for a t-mobile plan since I am not a t-mobile customer?

I have never heard of an unlock for a certain carrier. It is either locked to a carrier or unlocked to all. Sounds like you should demand refund if he was misleading in wording.

Unlocked means any carrier you have a locked phone.
I got the subsidy code from TMobile on a v330 put my Cingular sim worked fine put a Cinguler monster pack on it my TMobile sim in it asked for subsidy code unlocked it to work on TMobile
