Does Cingular's V3 Firmware block other providers' data settings

I have an unlocked Cingular branded motorola V3 silver RAZR which does not accept data settings from other providers. I often travel to Thailand on business and was told by my Thai service provider's technician who tried unsuccessfully to load its data settings into my V3 that something in the Cingular firmware was preventing him from doing so.

Is this true and, if so, is there any place that I can go to have the Cingular firware removed? (For those familiar with MBK in Bangkok, none of the shops on the fourth floor had the capability to remove the Cingular Firmware.)

Cingular V3 browser is unlocked. I am using my Cingular V3 with T-Mobile and the WAP does work. The Webessions is going to be found under Settings - "WEB ACCESS". This where the WAP settings can be modified.

The menus can be modified if you use generic mma files. This will get rid of the two Cingular logos in the menu. You will also browse WAP through WEB ACCESS from the main menu.

I have Razr v3 and CANNOT access Web pages by using a WAP url...Cingular tech support tried with their V3s and could not and blame Moto and Moto blames Cingular...what exactly is the settings you are using that enable you to type in a url on "go to url" and access say the NY Time or LATime ot Wall Street Journal, etc... I can get all these by using Opers Mini and typing in a URL on their program and bring up all these sites...Cing servers are blocking access
