Buying Phone Outright Question

I'm planning on purchasing a Treo 650 from my local Cingular retail store where I live. I'm not concerned with getting an unlocked one, so Ebay is not really for me. I was wondering if Cingular is going to charge me the $18 upgrade fee if I buy the phone outright, and I was also wondering if I buy the phone outright, then will that effect my contract? Thank you for the help in advance.

No, you will not be charged the upgrade fee. No, your contract will not change.
