which phone would be recommneded if i am looking for a phone with a good camera but a low price (around the same price as motorola e398)

First off, where are you located? That way we can give you either American or Canadian sites. I suppose either way, your best bet would probably be the Sony Ericsson S710a. If you want a decent camera, you need at least 1.3mp. You will likely not find a better camera for the same price as an e398.

i'm not from usa or canada,lets just say i'm from a small island nation in the indian ocean so small it is not even on some maps, and buying online would probably not even be possible becuause of where i live, so i'll just have to find good phones online and buy it the old fashioned way.

Okay. That creates complications. Because phones vary in price from country to country. A SE K750i is more expensive in the States than in Canada.
What is the price for you for the Moto e398? In your currency or usd or cdn, doesn't matter.

when i convert it to us dollars it's about 258 $
