SMS Question on SMT-5600, Available Characters

When I'm going to compose a new SMS, I see the number 0/160 on the top line of the screen (I think it represents the available characters for the message), but when I'm writing, the limit changes from 160 to 70.. so:
1) Why is this happening?
2) When the number for example is "xxx/2 messages", does it cost the same as 2 separate messages?
