e398 bluetooth query

i tried connecting my phone(e398) to pc via bluetooth,but neither the bluetooth dongle detected my phone nor my e398 recognized the pc. i need help on how to find other devices via bluetooth. is there any inbuilt limitation of this phone that does not allow it to recognize other devices except when i want to copy or move any file from my phone to other devices? in this case also my phone did not discover the pc. please help!!!!!!
