Making Ringtones

Does anyone know of any free programs to make mp3 ringtones?
For example it lets u modify and splice the track at certain points..
My mobile phone tools use to be able to do it to mp3s but something happened and now it can only modify .mid files
Does anyone know what the problem might be?
