Cancellation due to >50% roaming VS coverage map

I've recently spoken to a few customers being forced to cancel the Cingular accounts due to greater than 50% roaming coverage for 3 consecutive months. My question is about the Cingular coverage map in regards to this policy.

Should Cingular be forced to change advertisements and brochures to destinguish between the "Cingular" and roaming coverage available to each community?

Currently, I am only aware of one map that accurately depicts Cingular-owned network coverage -- the prepaid Cingular PayAsYouGo map (CLICK HERE ). In the West Texas market (specifically Lubbock County, Tx) the surrounding counties are roaming coverage. Currently I sell Cingular phones to customers located in a 20 county area even if their usage will be primarily roaming. I simply sell Cingular coverage as it is advertised in the brochure.

Most carriers have contracts that say something along the lines of, "50% of the minutes must orginate within a 'home area'"
